Suggested rules and regulations for the International and Regional Panels (written by Merck, Pfizer & Teva):
A) International Panel:
1) will control the illegal importation and exportation of drugs and restrict the production of counterfeit drugs
2) can call votes in a specific regional patent pool to affect manufacturing of a drug
3) acts to create cohesion between regional boards
4) can dissolve the patent pools should these be found inefficient
5) can urge pharmaceuticals to open negotiations in certain parts of the world
6) Pharmaceuticals and Generics each have a veto on the International Panel, as they are financial institutions and, as such, need to maintain contract autonomy and avoid extensive government regulation
Seating arrangements of International Panel:
• Three seats from each regional panel, each with one vote per government delegate
• One seat for Pharmaceuticals and One seat for Generics, with Eleven observer delegates (3 from North America, Europe, Asia, 1 from Africa and South America)
B) Regional Panels:
1) Can negotiate individually or as coalitions
Seating arrangements of Regional Panel:
• One vote per country on the panel
• Two total Generic votes on the panel
• Three total Pharmaceutical votes on the panel
